Mind the manholes

During heavy August rains in Naples, NPD posted on social media about a very specific hazard: flipped manhole covers in several locations around the city. We asked Naples Director of Public Works Bob Middleton about the dangers posed by uncovered manholes on flooded streets. What causes manhole covers to flip during heavy rain or flooding events?
